Funding


Funded Places

The Early Learning Centre receives a Long Day Care Kindergarten Grant from the Victorian State Government for all children who turn 4 years old by April 30 of the year of entry. The funding is used as a contribution towards meeting the operating costs of the Centre, including salaries, on-costs, leave provisions, maintenance and equipment. Parents of children enrolled on a ‘funded place’ cannot accept a ‘funded place’ at any other service.

 
Non Funded Places - Gap Fee

Children who will not turn 4 years of age by April 30 or children returning for a ‘non approved’ Department of Education and Early Childhood Development (DEECD) second year of 4 year old kindergarten are enrolled on a ‘non funded place’. These places attract a ‘gap fee’ which is consistent with the annual per capita grant fee paid by DEECD.The gap fee is revised in July and December each year by DEECD and the Centre fees will be adjusted accordingly.

Childcare Benefit is deducted from full fees including the gap fee. For families in receipt of Childcare Benefit, only 42 allowable ‘Initial Absence’ days per financial year are permitted, thereafter, under specific circumstance, ‘Additional Absences’ may be accessed. However if all 42 ‘Initial Absences’ have been used and any further absences do not fall within the Additional Absence’ category, no Childcare Benefit is given and full fees will apply. ‘Non-approved absences’, as outlined in section 4 of this document, are charged at the full fee and CCB/CCTR does not apply.

Child Care Benefit is deducted from full fees.

 

ELC Funding

The ELC receives funding support from both the Commonwealth and State Governments.

The Commonwealth Government funding is provided through the Childcare Benefit (CCB) which is a fee assistance scheme available to all eligible families irrespective of income. For all inquiries to the Family Assistance Office (FAO) please quote the ELC No 555 000 426X. The FAO can also be accessed on: www.familyassist.gov.au

The State Government funding is provided through the Victorian Government Long Day Care Pre-school place subsidy and is paid to the ELC to support the delivery of the 4 year old preschool programs.

Children enrolled in the 4 year old preschool program:

  • must turn 4 years old by April of the year of entry and
  • cannot be enrolled in a 4 year old funded program at another centre

A second year of funded kindergarten must be approved in writing by the Department of Human Services.

 

3 YEAR OLD ENTRY – NON FUNDED

Children must be 3 years of age by December 31 the year prior to entry.
Upon entry children must be fully toilet trained.
